It's possible that the new Captain America is a clone or something worse.
Given the appearance of this new Cap, it's possible that the most likely explanation is that it's a replica of Mister Sinister himself. This clone looks remarkably like Essex, although not having the latter's sickly white complexion. Sinister has a history of modifying replicas of himself to meet different circumstances, such as when he used the X-Gene to enhance his clone line so that he could be classified as a mutant. It's not impossible that the new Captain America is simply a Sinister clone that has had some of Rogers'/super-DNA soldier's added to it. This would give him the Rogers/super-soldier DNA he needs to operate the shield safely.
There are, however, alternative possibilities for this new Cap's identity. Taskmaster has recently been depicted in Timeless #1 by Jed Mackey, Kev Walker, Greg Land, and Mark Bagley donning the suit of Steve Rogers thanks to Kang the Conqueror's interference. In an effort for the mutant nation to have its own nationalistic-styled hero, Marvel has debuted Captain Krakoa in the pages of X-Men #6 by Gerry Duggan and Pepe Larraz. It is highly plausible that Sinister's Captain America is a warped version of Scott or Alex Summers considering Sinister's preoccupation with the Summers gene line. However, that was just Cyclops' other superhero persona.
Regardless of who this new Captain America is, one thing is for certain: he will be a formidable opponent under the hands of Sinister. Mister Sinister has recently caused quite a stir in the X-Men and Avengers comics, and it appears like all of his schemes will be put to rest in January 2023 with the release of Marvel's The Sins of Sinister.
