Uttar Pradesh Law Commission has released the first draft of the proposed “UP Population (Control, Stabilization, and welfare)Bill, 2021” in the public domain on Saturday and invited public suggestions by July 19.
Under the proposed Population Control bill in Uttar Pradesh, any couple who would follow the two-child policy will receive perks from the government, said State Law Commission Chairman Aditya Nath Mittal.
“State LawCommission has given a proposal for population control and welfare. We have proposed that any couple that follows the two-child policy will be given all government benefits. They will be able to avail all government welfare schemes “, said Mittal while talking to ANI.
The draft bill of the proposed Population Control Act also has provisions to deprive violators of the two-child policy from benefits of government schemes and limiting ration card units to four. It also proposes to bar then from contesting local body elections, or applying for Government Jobs.
The draft bill also talks about provision in polygamy and polyandry.
In cases, where religious or personal law governing an individual allows for polygamous or polyandrous marriage, there may be a set of a married couple, each of which shall consist of one man and one women only, though the husband or wife, may be common in each set.
Other incentives mentioned in the draft, are soft loan for construction or purchasing a house on nominal rates of interest; rebate on charges for utilities such as water, electricity, house tax, maternity or as the case may be; paternity leave for 12 months, with full salary and allowances, free health care facility and insurance coverage to a spouse, etc.
The draft law comes ahead of the forthcoming UP Assembly Elections 2022.
